Congestion Management Process


The Augusta Regional Transportation Study (ARTS) is the Metropolitan Planning Organization (MPO) for a bi-state region that includes all of Richmond County and part of Columbia County in Georgia, plus portions of Aiken and Edgefield Counties in South Carolina. Designated by the United States Department of Transportation (USDOT) Federal Highway Administration (FHWA), the MPO is required by law to periodically update its Congestion Management Process (CMP).

As implied by the word “process,” the CMP is not a static document; it is a dynamic and fluid plan for dealing with congestion by providing accurate and up-to-date information on transportation system performance. By assessing alternative strategies for congestion management that meet state and local needs, the CMP can help to move such strategies into the funding and implementation stages.

Produced by ARTS staff, the 2021 CMP Update is designed to meet the previously mentioned federal mandate by refreshing the MPO’s 2018 CMP Update, which was adopted in Spring 2019.
