The Consolidated Government of Augusta-Richmond County (“Augusta”) commissioned Griffin & Strong P.C. (“GSPC”) to conduct a disparity study to determine the utilization by Augusta of Minority and Women-owned Business Enterprises (“MWBE”) that are qualified, willing, and able to bid in Augusta’s procurement process. To ensure compliance with constitutional mandates and MWBE best practices, Augusta commissioned GSPC to examine the past and current status of MWBEs in Augusta’s geographic and product markets for contracting and procurement. The results of GSPC’s Study (“2022 Study”), provide the evidentiary record necessary to implement renewed MWBE policies that comply with the requirements of the courts and to assess the extent to which previous efforts have assisted MWBEs to participate on a fair basis in Augusta’s contracting and procurement activity.
