Government Counsel and Administrative Services Division
The government counsel and administrative services division provides daily advice and counsel to the consolidated government, particularly the
Office of the Administrator, the
Board of Elections, the
Human Resources Department, the
airports, the
Fire and
Procurement Departments. In addition to providing legal advice, the attorneys review, draft and negotiate contracts and other transactional documents. They draft ordinances, legal opinions and memoranda, respond to open records act requests, handle open meetings challenges and perform civil and constitutional litigation in state and federal courts. This division is headed by
Wayne Brown.
Real Estate, Taxation and Economic Development Division
This division provides legal advice, representation and oversight for real estate transactions and litigation. The attorneys handle tax sales and assessments, zoning and land use regulations, licensing and inspections, and provide legal assistance for economic development activities and service delivery strategies in Augusta-Richmond County. Additionally, attorneys in this division draft and review ordinances, render legal opinions and respond to open record requests regarding matters under the division’s purview. Given the rapid and significant growth and development of Augusta-Richmond County, this division serves as the key legal advisor of the
Planning Commission, Board of Zoning Appeals,
Office of the Tax Commissioner,
Land Bank Authority,
Office of County Administrator, and numerous county departments. The division is headed by
Wayne Brown, Esq.
Support Division
This division includes Senior Litigation Coordinator
Gaynell Bonner and Administrative Assistants
Dereena Harris and
Rosita Thomas. This division provides litigation, paralegal and secretarial support within the Law Department.
