1. Can the AGLBA extinguish existing lien(s) on the property that I am interested in transferring title?

The AGLBA may extinguish all or part of the delinquent taxes that are owed to Augusta-Richmond County. The Authority may also request that the Richmond County Board of Education extinguish past due school taxes and that Augusta Commission waive any special assessments that may exist. The AGLBA cannot extinguish any other liens against the property such as water or sewer bills, GED liens, journeyman’s liens or mechanicsman liens. Federal tax liens cannot be waived.

2. Can I donate my property to the AGLBA?

You have an option to submit a request to AGLBA to donate your property, but you will have to complete a Request to Quit Claim Form. When the form is received the ALGBA members will discuss your submitted request in detail and vote to approve or disapprove.

3. How is property acquired by the AGLBA?

Property may be acquired in the following ways:

a. Property may be purchased from a tax delinquent owner or developer;
b. Property may be donated by a property owner;
c. Property may be conveyed by Augusta-Richmond County in connection with a tax foreclosure; or
d. The ALGBA may request a judicial foreclosure on the property and then bid on the property at the foreclosure.

4. How does the AGLBA dispose of property?

The AGLBA must identify a responsible developer for the property. First preference is given to non-profit developers of affordable housing. Preference is as follows:
a. Community Housing Development Organizations (CHDO’s)
b. Government Entities
c. Non-Profit Institutions (such as academic institution)
d. Entities that are a partnership, limited liability corporation, or joint venture composed of a non-profit corporation and a private for-profit entity
e. Adjacent property owners
f. Local developers with a proven track record and the capacity to complete projects.
