Chief Jailor Charles A. Toole, Sr.
Chief Toole, a 1979 graduate of the the FBI National Academy, has been Chief
Jailor of the Richmond County Jails for more than sixteen years. He has overseen
the original construction of the Richmond County Jail Tower, Administrative
offices, and Court sections of the Law Enforcement Center (known before consolidation
as the Joint Law Enforcement Center, or JLEC). During a period of peak overcrowding,
Chief Toole led a Jail Transition Team through the simultaneous construction
of the Richmond County Jail annex (which included a Booking & Release
section, Medical Infirmary, and new administrative offices) and the Charles
B. Webster Detention Center on Phinizy Road.
Assistant Chief Jailor William E. "Gene" Johnson
Captain Johnson, a 1983 graduate of the FBI National Academy, oversees the
day-to-day operation of the Richmond County Jail at 401 Walton Way. Designed
to hold approximately 358 inmates, the RCJ currently houses over 400 per
day. The majority of the Richmond County Jail population is male. Along with
a newly constructed special-needs medical unit, the RCJ maintains a modern
booking and release section, which facilitates the processing of approximately
18,000 arrestees per year. Captain Johnson supervises 110 sworn and civilian
employees, and works hand in hand with the local court systems on the State,
Superior, and Federal levels.
Assistant Chief Jailor Chester V. Huffman, Jr.
Captain Huffman, a 1996 graduate of the FBI National Academy, oversees the
day-to-day operation of the Charles B. Webster Detention Center at 1941 Phinizy
Road in beautiful South Augusta. Opened in 1997, this "pod-style" detention
facility was designed to alleviate the overcrowding at the Richmond County
Jail. A security staff of 100 sworn and civilian employees maintain the 552-bed
facility with a daily inmate population now exceeding 600 per day. The majority
of female inmates incarcerated in Richmond County are housed at the CBWDC.
Future expansion of the Richmond County Jail system will more than likely
be accomplished through the construction of additional "pods" at
the Phinizy Road facility.
