The Augusta-Richmond County Commission/Council and the Department of Transportation began operating the Richmond County Transit System in September of 1989. The areas served by this transportation system are called non-urban by the Georgia Department of Transportation (DOT).  By teaming together, the federal, state and county can jointly finance the operation of an on-urban program by implementing Section 5311 of the Federal Urban Mass Transportation Act (UMTA).  The Richmond Transit fleet consists of two (2) 14-passenger vans, one (1) 8-passenger van (which is wheelchair capable), one (1) 21-passenger bus, and one (1) 16-passenger van (which is wheelchair capable).
