Housing Rehab

OWNER-OCCUPIED HOUSING REHABILITATION PROGRAM

The Owner Occupied Housing Rehabilitation Program has been the major element of the overall rehabilitation efforts. This program addresses all of the main systems of a home identified by an on-site inspection as to condition and function. Components that fail to meet minimum Housing Property Standards – housing code violations – must be corrected by repair of replacement. Certain property improvements beyond code violations will be allowed if funding and program guidelines are met.

Eligible Applicants

Applicants must be 18 years of age or older and be able to enter into written contracts.
Applicant must hold clear title to or have a land sales contract on the property to be rehabilitated.
Owner must occupy the property as his/her primary residence or do so immediately after rehabilitation work is complete.
Family household income must not exceed HUD’s low to moderate income guidelines

The actual repair specifications are prepared by staff and placed out for competitive bidding from an approved list of contractors. Rehab staff make inspections to ensure timely and thorough completion of the work as specified.

Many homeowners living in substandard conditions have had roofs replaced, new plumbing installed, electrical service replaced and deteriorated floors, ceilings, walls, windows and doors repaired or replaced to stable condition and a higher standard of living.
