Sales tax (SPLOST)
General Information:
In 1987, the citizens approved Phase I of the Special Purpose Local Option Sales Tax when they voted for and approved the supporting referendum. Phases II and III were approved in the same manner in 1991 and 1995 respectively. The SPLOST provided funds to support capital improvement projects by utilization of a 1% sales tax. The Engineering Division of the Department of Public Works and Engineering Department manages the roadway and drainage projects funded by the 1% Sales Tax.
In addition to providing direct funding for roadway and drainage projects, the 1% Sales Tax also provide funds to support bringing Georgia Department of Transportation projects to Augusta Richmond County. Since the beginning of 1998, approximately $18.5 million in 1% Sales Tax funds have been approved on County Contracts. County Contracts allow 40% to 60% of construction costs to be funded by GA DOT while Augusta Richmond County funds the remaining project costs. In Phases I,II & III, GA DOT provided almost $10 million for construction utilizing County Contracts. By utilizing 1% Sales Tax funds to pay for right-of-way and utility relocations, major GA DOT programmed projects totaling nearly $270 million have been completed in Augusta Richmond County.
Almost 98% of the projects programmed in Phase I have been completed. For Phase II, 94% of the projects have been completed or are under construction. Approximately 77% of the projects programmed for Phase III are underway or have been completed.
As we look forward to the future, the Engineering Department has identified additional roadway, drainage, traffic engineering, and administrative needs at $179 million. The funds to support these needs will be via the proposed Phase IV of the Special Purpose Local Option Sales Tax, scheduled for referendum in the year 2000.
Construction Work Program:
The Construction Work Program is a tool used to manage the projects and activities funded by the 1% Sales Tax for which Public Works and Engineering is responsible. This program utilizes a report, which contains a consolidated list of Public Works Projects, estimated project costs and schedules as well as programming, fund adjustment, and emergency procedures. In addition to the CWP report, the program entails updating project status on a monthly basis, financial status and tracking information, as well as quarterly review meetings attended by Elected Officials, Engineering Staff and the staff of other departments affected by Engineering.
