The Pre-Construction Section is responsible for the management and oversight of the Special Purpose Local Option (1%) Sales Tax Construction Work Program, the Roadway Resurfacing Program, Paving Dirt Road Program, the Georgia Department of Transportation Local Assistance Resurfacing Program (LARP). Duties include the design, construction inspection and oversight for the roadway and drainage improvement projects throughout Augusta Richmond County. All Right of Way Acquisition is also performed to support the afore mentioned activities.

Roadway Resurfacing Program:

The Roadway Resurfacing Program supports the initiative that proposes to resurface existing paved roads to provide an extended service life in an acceptable condition. Augusta Richmond County utilizes a road condition rating system similar to that used by Georgia Department of Transportation to determine a rating based on condition, use, and service to determine the order that roads will be resurfaced.

Funding for this initiative has been through the 1% Sales Tax Program and Georgia Department of Transportation Local Area Road Assistance Program.

To date 477 roads totaling 119.60 miles have been resurfaced by contracts funded by the Sales Tax Program.

Paving Dirt Roads Program:

This program was approved by the Augusta Commission in February 1998. A subcommittee was utilized to develop a program to identify and prioritize the paving of dirt roads throughout the county. To date 97 roads totaling 18.99 miles have been paved. Un-Paved Roads Program
