Boards, Commissions and Authorities
The Clerk’s Office maintains information and talent bank applications regarding the Boards, Commissions and Authorities which complement the activities of Augusta Richmond County government.
If you are interested in serving on any of the Boards, Commissions or Authorities, you may request a talent bank application by mail or in person from the City Clerk’s Office, Room 806 Municipal Building, 530 Greene Street, Augusta, GA 30911.

The Animal Control Board consists of twelve representatives. Ten are appointed by the Augusta Richmond County Commission and two are appointed by the Augusta Richmond County Legislative Delegation. Terms correspond to the term of the commissioner elected for that district.
The function of the Board is to conduct hearings as required by OCGA Section 4-8-24.
The Board meets on the second Tuesday of each month at 4:00 p.m.
The Augusta Aviation Commission at Bush Field is composed of thirteen members: ten are appointed by the Augusta Richmond County Commission, one is an Augusta Commissioner who serves as an ex-officio member and two are Legislative appointments. Terms correspond with the term of the commissioner elected for that district.
The function of the Commission is to provide an attractive, all-weather airport facility that meets the needs of the traveling public. The continuing development of both airside and landside infrastructure will ensure that business, leisure and general aviation needs are met with no local tax impact. Responsible fiscal planning and appropriate policy guidance by the Augusta Aviation Commission will provide for those needs well into the twenty-first century.
The Commission meets on the second Thursday at 10:00 a.m. in the Airport Directors Conference Room.
The Augusta Canal Authority is composed of twelve members: two are Legislative Delegation appointments and the remainder are Augusta Richmond County Commission appointments.
The function of the Authority is to establish and implement an overall plan for the preservation, development and management of the Augusta Canal as a public resource.
The Authority meets on the second Thursday at 5:00 p.m. at Historic Augusta, Inc., 111 Tenth Street, Augusta, Georgia.
Augusta Convention & Visitors Bureau
The Augusta Convention & Visitors Bureau consists of eleven members, two of which are members of the Augusta Richmond County Commission.
The ACVB is the official destination marketing organization for the City of Augusta. The function of the Bureau includes providing for the encouragement, solicitation, promotion, procurement and servicing of conventions, conferences, seminars, special events and the development of tourism through the attraction of visitors to Augusta Richmond County.
The ACVB Board of Directors meets on the Third Thursday at 8:00 a.m. at the Enterprise Mill Conference Room, unless otherwise noted.
The Augusta Hospital Authority consists of five to nine members who are appointed by the Augusta Richmond County Commission.
The function of the Authority is to serve as a financing vehicle.
The Authority meets when necessary at 3:00 p.m. at 448 Telfair Street, Augusta, GA 30901.
The Augusta Housing Authority consists of five members who are appointed by the Mayor or the governing authority of the City should the Mayor refuse to make appointments.
The Authority was created by the Housing Act of 1937 which allowed states to pass laws to establish housing authorities. Its mission is to develop and operate affordable, decent, safe, and sanitary housing for low income families.
The Authority meets on the second Thursday at 9:00 a.m. at the Augusta Housing Authority Office, 1425 Walton Way, Augusta, GA 30904.
The Augusta Ports Authority consists of ten members to be appointed by a majority of the Augusta Richmond County Commission.
The function of the Authority is to manage the resources and assets of the Savannah River and adjacent riverfront, to encourage and promote riverfront development, recreation, tourism in the City of Augusta by way of economic development activities, events and special programs.
The Authority meets on the third Thursday at 4:30 p.m. at #1 5th Street or 349 Greene Street.
Augusta Richmond County Board of Tax Assessors
The Richmond County Board of Assessors is an eight-member Board. Of that number, six members are appointed by the Augusta Richmond County Commission; three each from Super Districts 9 and 10, and two members are appointed by the Richmond County Legislative Delegation. All members are appointed to a four-year term.
The Board of Assessors provides and defends uniform fair market values on all taxable properties in Richmond County to establish an equitable digest for the State and to provide to the Augusta Commission, the Board of Education, and the Tax Commissioner information to levy and collect property taxes.
The Board is scheduled to meet the second Monday of each month at 4:00 pm and in called meetings as needed.
Augusta Richmond County Coliseum Authority
The Augusta Richmond County Coliseum Authority consists of fourteen members: four are Legislative Delegation appointments and the remainder are appointed by the Augusta Richmond County Commission.
The function of the Authority is to economically and efficiently manage the Augusta Richmond County Civic Center Complex so as to provide facilities, services and events to enrich the cultural, civil and economic vitality of the greater Augusta area.
The Authority meets on the fourth Tuesday at 9:00 a.m. at the Civic Center, 601 Seventh Street, Augusta, Georgia.
Augusta Richmond County Land Bank Authority
The Augusta Richmond County Land Bank Authority consists of four members who are appointed by the Augusta Richmond County Commission.
The function of the Authority is to provide for administration, acquisition and disposal of properties of such Authority as defined in Resolution adopted July 15, 1998.
The Authority meets on a monthly basis on the 8th floor of the Municipal Building.
Augusta Richmond County Library Board
The Augusta Richmond County Library Board is composed of thirteen members: two are Legislative Delegation appointments, one is an Augusta Richmond County Commission appointment who serves as an ex-officio member and the remainder are appointed by the Augusta Richmond County Commission.
The Board meets on the third Monday of each month at 4:30 p.m. at the Main Library at 902 Greene Street, Augusta, Georgia.
Augusta Richmond County Personnel Board
The Augusta Richmond County Personnel Board consists of twelve members: two are Legislative Delegation appointments and the remainder are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commissioner elected for that district.
The function of the Board is to improve public administration by impartial selection of qualified and efficient personnel.
The Board meets on the third Wednesday of each month at 3:00 p.m. in the Commission Chamber on the 8th floor of the Municipal Building.
Augusta Richmond County Planning Commission
The Augusta Richmond County Planning Commission is composed of thirteen members: two are Legislative Delegation appointments, one is an Augusta Richmond County Commission appointment who serves as an ex-officio member and the remainder are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commissioner elected for that district.
The Commission meets on the first Monday of each month at 2:00 p.m. for a regular meeting and on the fourth Monday of each month for a planning meeting when necessary in the Commission Chamber on the 8th floor of the Municipal Building with a pre-meeting at 1:00 p.m. on the 6th floor immediately preceding the regular meeting.
Augusta Richmond County Tree Commission
The Augusta Richmond County Tree Commission is composed of twelve members of which two are Legislative Delegation appointments and ten are appointed by the Augusta Richmond County Commission.
The function of the Commission is to define problems, suggest solutions and provide support, review any appeals or variances and recommend acceptance or rejection to the Administrator, annually review the illustrated guide to implementing the Richmond County Tree Ordinance (IGO) and update it as needed and review petitions or landmark trees.
The Commission meets on the third Monday of each month at 4:00 p.m. in the Committee Room on the 8th floor of the Municipal Building.
The Board of Elections consists of five members: two appointed by the Democratic Party, two appointed by the Republican Party and one appointed by the Augusta Richmond County Commission who also serves as the Chairman.
The function of the Board is to conduct primaries and elections and the registration of elections in such counties.
The Board meets quarterly in January, April, July and October at 6:00 p.m. in the Elections Office in the Municipal Building, Augusta, GA 30911.
Each Board of Equalization consists of three members and three alternates who are appointed by the Grand Jury to a three year term.
The function of the Board is to receive and adjudicate appeals of assessments related to value, taxability, uniformity and denial of exemptions.
The Board meets in called meetings at 12:30 p.m. in the Tax Assessor’s Conference Room in the Municipal Building as needed.
The Board of Zoning Appeals is composed of twelve members of which two are Legislative Delegation appointments and ten are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commission elected for that district.
The function of the Board is to hear and decide appeals where it is alleged that there is error in any order by an administrative official in the enforcement of the Zoning Ordinance adopted by the City and County pursuant to ordinance.
The Board meets on the third Monday at 2:30 p.m. in the Committee Room on the 8th floor of the Municipal Building.
Citizen’s Small Business Advisory Board
The Citizen's Small Business Advisory Board consists of thirteen members of which two are Legislative appointments.
The function of the board is to serve as an advisory council for minority employment and small business opportunities within Augusta-Richmond County Government.
The Board meets the second Tuesday of every month at 9:00 a.m. in the 3rd floor conference room of the Hatcher Building (501 Greene Street).
CSRA Economic Opportunity Authority, Inc.
The CSRA Economic Opportunity Authority, Inc. is composed of eight members and is a private non-profit organization.
The function of the Authority is to ease human suffering and to eliminate poverty.
The Authority meets on the first Monday at 6:30 p.m. at Morrison’s Cafeteria.
Community Service Board of East Central Georgia
The Community Service Board of East Central Georgia consists of four members and its function is to govern publicly funded disability services programs.
The Board meets on the fourth Tuesday of each month at 6:00 p.m. at the Mental Health Center at 3421 Mike Padgett Highway.
Department of Family and Children Services Board
The Department of Family and Children Services Board is composed of five members and meets on the fourth Tuesday at 12:00 Noon at the Richmond County DFACS Office on the second floor.
Development Authority of Richmond County
The Development Authority of Richmond County is composed of nine members.
The Authority meets on the third Thursday of each month at 10:00 a.m. in the Conference Room of the Chamber of Commerce Building at 600 Broad Street Plaza, Augusta, Georgia.
Downtown Development Authority
The Downtown Development Authority is composed of seven members appointed by the Augusta Richmond County Commission.
The function of the Authority is to finance the acquisition, construction and equipping of property, both real and personal, and the acquiring and leasing of projects, by it in furtherance of revitalizing and redeveloping the central business district of the City of Augusta.
The Authority has called meetings at 8:30 a.m. at No. 1 Tenth Street, Suite 430, Augusta, Georgia.
The General Aviation Commission is composed of thirteen members: two are Legislative Delegation appointments, one is the appointment of an Augusta Richmond County Commissioner who serves as an ex-officio member and the remainder are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commissioner elected for that district.
The function of the Commission is to coordinate with the FAA, Georgia DOT and the City in the areas of safety, Federal and State Grants, leases, revenues and all justifiable improvements to Daniel Field Airport.
The Commission meets on the third Monday at 12 Noon in the Daniel Field Conference Room.
HB 100 Regional Board – Region 12 Board
The HB 100 Regional Board – Region 12 Board is composed of four members who meet on the first Thursday at 5:00 p.m. at Georgia Regional Hospital.
The function of the Board is to govern the regional MHMRSA planning unit, coordinate planning, research, service development and evaluation, adopt bylaws, approve/disapprove appointment of executive director, decide what staff are necessary to work for the unit, delegate authority to execute director or other staff, create advisory board and assist division in designating boundaries for Community Service Board and changing boundaries.
Historic Preservation Commission
The Historic Preservation Commission consists of twelve members: two are Legislative Delegation appointments and the remainder are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commissioner elected for that district.
The function of the Commission is to establish a uniform procedure for use in providing for the protection, enhancement, perpetuation and use of places, districts, sites, buildings, structures, objects, landscape features and works of art having a special historical, cultural or aesthetic interest or value that are located in the unincorporated areas of Augusta, Georgia.
The Commission meets on the fourth Thursday at 5:30 p.m. in the Committee Room on the 8th floor of the Municipal Building.
Housing and Economic Development Advisory Board
The Housing and Economic Development Advisory Board is composed of ten members who are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commissioner elected from that district. The Board meets as needed.
The Human Relations Commission consists of twelve members: two are Legislative Delegation appointments and the remainder are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commissioner elected from that district.
The function of the Commission is to study problems of group relationships, to promote amicable relations among racial and cultural groups and to eliminate whatever sources of interracial friction may exist.
The HRC meets at 3:30 P.M. on the fourth Wednesday of each month, except December. The meetings are normally held in the Augusta Commission chambers.
The Indigent Defense Tripartite consists of six members, two of whom are appointed by the Chief Judge, two are appointed by the Bar Association and two are appointed by the Augusta Richmond County Commission.
The function of the Tripartite is to appoint legal counsel to indigents who have committee criminal offenses.
The Tripartite meets on the first Thursday at 5:00 p.m. at 411 Watkins Street, Augusta, Georgia.
The Public Facilities, Inc. consists of ten members who are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commissioner elected from that district.
The Corporation is a nonprofit corporation organized to acquire, retain and administer a fund or funds to be held, invested and used exclusively for the benefit of Richmond County.
Richmond County Board of Health
The Richmond County Board of Health consists of twelve members: three appointed by the Augusta Richmond County Commission, two appointed by the Commission upon recommendation from the Medical Society, one appointed by the Grand Jury, one designee from the Augusta Richmond County Commission, one designee from the Richmond County Board of Education, one Board of Health Commissioner appointee, one Dental Society appointee, one Nurses Association appointee and one Commission Society appointee.
The function of the Board is to purchase, lease or otherwise acquire real and personal property and to construct, repair, maintain and operate public health department equipment the same including laboratories and other facilities appropriate for public health, fix compensation and prescribe the powers and duties of employees including a pay plan, provide annual budget to support Department of Health of Richmond County, make rules and regulations or conduct business and governing its employees.
The Board meets on the first Thursday at 6:00 p.m.
Richmond County Hospital Authority
The Richmond County Hospital Authority consists of nine members who are appointed by the Augusta Richmond County Commission.
The function of the Authority is the prevention of disease, cure of disease and administering to the sick.
The Authority meeting quarterly in April, August and December on the fourth Thursday at 11:00 a.m. in the Administration Board Room on the second floor of University Hospital.
Richmond County Sheriff’s Merit System Board
The Richmond County Sheriff’s Merit System Board is composed of five members of which three are appointed by the Augusta Richmond County Commission and two are appointed by the Legislative Delegation.
The function of the Board is to represent the interest of the public in the improvement of personnel administration as to those matters involving adverse action taken against a Sheriff’s Department employee by the Sheriff or the employee’s supervisors.
The Board meets on the second Thursday at 8:30 a.m. in the Human Resources Department or another designated location.
Riverfront Development Review Board
The Riverfront Development Review Board consists of twelve members of which two are Legislative Delegation appointments and ten are appointed by the Augusta Richmond County Commission. Terms correspond with the term of the Commissioner elected for that district.
The Board meets in called meetings at 2:00 p.m. in the Planning Commission Building.
